Green Public Procurement: Public procurement as a lever for sustainability and innovation

General information

 

Since 2016, the application of the Minimum Environmental Criteria (MEC) in public tenders has been mandatory in Italy. These criteria are an essential tool for steering public spending—approximately three billion euros according to ANAC 2024 data—toward sustainability and ecological transition objectives. Today, around one third of this spending is carried out in compliance with the MECs, which are decrees issued by the Italian Ministry of the Environment defining sustainability requirements for each product sector.

ReMade certification serves as proof, within tender procedures, of the compliance of materials and products with recycled content. This topic is discussed in detail here.

For companies, MECs represent a unique opportunity. Those able to offer MEC-compliant products supported by the appropriate certifications gain clear competitive advantages in tender processes. Moreover, MECs are widely recognized beyond public tenders and also internationally, meaning that companies offering compliant and certified products benefit from stronger market positioning.

 

The role of ReMade in the Green Public Procurement

 

ReMade contributes to the full implementation of Green Public Procurement (GPP) through the definition of rigorous standards that ensure material traceability and transparency throughout the entire production supply chain.
ReMade Certification attests that a product or material meets specific recycled content requirements, verified by accredited independent bodies.

Italian legislation formally recognizes the value of ReMade:

  • MECs ministerial decrees explicitly identify ReMade certification as an official means of proof of recycled material content (learn more here);
  • Annex II.13 of the Public Contracts Code recognizes ReMade certification as an approved tool for obtaining economic reductions in public tenders.

This means that ReMade-certified products and companies fully meet GPP regulatory requirements and can therefore access the public procurement market with greater competitiveness.
